does anyone have an effective method for painting fingernails?
any help or tips would be much obliged

I have seen people mostly use just a bit lighter color than your usual skintone to paint fingernails. No borders or black outlines if your figure isn't a hard working peasant in the field.

I usually give fingernails a semi gloss clear coat.

I usually use a lighter value of the base flesh tone - lightened with either Jaune Brilliant or Naples Yellow and just a touch of white mixed into the Naples Yellow. Depending on the scale - if a bust or over 200mm - you MIGHT want to outline the base of the nail with a slightly darker value of the baser color - if the figure is a warrior or working man, his nails would most likely be dirty - as opposed to those of a female figure.
